How rank works
Rank is 1–100, higher = more senior. New submissions auto-assign to the lowest-ranked (front-line) reviewers, spread evenly by workload; escalation always moves up to the next rank. The optional label (e.g. "Senior") shows in the escalation confirm screen.
Owner — full access, top of the escalation chain.
Admin — sees all submissions; can assign & escalate to anyone.
Reviewer — only assigned submissions unless granted View all.
Viewer — read-only.
